Historic Athens received the following community letters regarding the UGA President's House proposed adaptive reuse hotel project. The first is from the Boulevard Neighborhood Association, and the other is from the Historic Cobbham Foundation. Historic Athens will continue facilitating dialogue, engaging with the project team, and assessing how best to approach the proposal from a preservation standpoint. Our guiding standard is and will always be the core ethics and best practices of historic preservation, as well as our mission statement: to be a proactive force in developing a community-wide understanding of the value of historic buildings, neighborhoods, and community heritage. We are thankful to see a plan that protects the historic President’s House and maintains the historic gardens in front of the house, as well as the greenspace in the long, narrow rear section of the property. Keeping those spaces as undisturbed as possible is not just appropriate but crucial, as the majority of that acreage is surrounded by single-family residential homes. However, we do have genuine concerns about some aspects of the proposed project:</p><ol data-rte-list="default" style="padding-left:25px;"><li style="font-weight:normal;margin-top:0px;margin-bottom:0px;margin-left:15px;font-family:'Lucida Bright', 'DejaVu Serif', 'Bitstream Vera Serif', 'Liberation Serif', Georgia, serif;"><p style="color:inherit;font-size:.9375em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Lucida Bright', 'DejaVu Serif', 'Bitstream Vera Serif', 'Liberation Serif', Georgia, serif;line-height:1.38;margin-top:0pt;margin-bottom:0pt;" class="">While the design seems sensitive to the architectural elements of the President’s House, we are very concerned about the massive size of the new building. The Planning Department recommends C-N zoning, but the proposed hotel is more than eight times the size allowed in C-N zoning. We wonder if a development of this size is appropriate for this site - and we worry that it could set a precedent for overscaled development along the rest of Prince Avenue.&nbsp;</p></li><li style="font-weight:normal;margin-top:0px;margin-bottom:0px;margin-left:15px;font-family:'Lucida Bright', 'DejaVu Serif', 'Bitstream Vera Serif', 'Liberation Serif', Georgia, serif;"><p style="color:inherit;font-size:.9375em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Lucida Bright', 'DejaVu Serif', 'Bitstream Vera Serif', 'Liberation Serif', Georgia, serif;line-height:1.38;margin-top:0pt;margin-bottom:0pt;" class="">We are awaiting the results of the traffic study, but we do not want development that diverts additional traffic onto residential streets or makes Prince Ave. more dangerous for us and our children. We are interested to learn what specific traffic engineering accommodations or changes may be expected. The waiver requesting use of 784 Prince Ave for additional parking is problematic, since there is no way to turn left onto Prince from that driveway. Using 784 Prince for valet service would, therefore, require cars to turn onto Lyndon and pass through the neighborhood to return to the hotel.</p></li><li style="font-weight:normal;margin-top:0px;margin-bottom:0px;margin-left:15px;font-family:'Lucida Bright', 'DejaVu Serif', 'Bitstream Vera Serif', 'Liberation Serif', Georgia, serif;"><p style="color:inherit;font-size:.9375em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Lucida Bright', 'DejaVu Serif', 'Bitstream Vera Serif', 'Liberation Serif', Georgia, serif;line-height:1.38;margin-top:0pt;margin-bottom:0pt;" class="">Substantial additional stormwater volume is proposed to be sent into drains on Grady Ave. Those drains run under many houses from Grady to Virginia Ave., and then to the corner of Boulevard and Lyndon Ave. Such a major increase in flow could cause severe unintended consequences to our homes and land, even if new infrastructure is installed.&nbsp;</p></li><li style="font-weight:normal;margin-top:0px;margin-bottom:0px;margin-left:15px;font-family:'Lucida Bright', 'DejaVu Serif', 'Bitstream Vera Serif', 'Liberation Serif', Georgia, serif;"><p style="color:inherit;font-size:.9375em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Lucida Bright', 'DejaVu Serif', 'Bitstream Vera Serif', 'Liberation Serif', Georgia, serif;line-height:1.38;margin-top:0pt;margin-bottom:0pt;" class="">We share the concerns of neighbors over the noise impacts of a large event space and restaurant close to residential communities.</p></li><li style="font-weight:normal;margin-top:0px;margin-bottom:0px;margin-left:15px;font-family:'Lucida Bright', 'DejaVu Serif', 'Bitstream Vera Serif', 'Liberation Serif', Georgia, serif;"><p style="color:inherit;font-size:.9375em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Lucida Bright', 'DejaVu Serif', 'Bitstream Vera Serif', 'Liberation Serif', Georgia, serif;line-height:1.38;margin-top:0pt;margin-bottom:0pt;" class="">The large underground parking deck requires extensive excavation and removal of many tons of soil. In any large excavation of this type so close to many historic buildings, we would like to know how problems that develop in nearby structures, and with utilities, will be addressed.</p></li></ol><p style="color:inherit;font-size:.9375em;margin:0 0 1.25em 0;font-weight:normal;font-family:'Lucida Bright', 'DejaVu Serif', 'Bitstream Vera Serif', 'Liberation Serif', Georgia, serif;line-height:1.38;margin-top:0pt;margin-bottom:0pt;" class="">Most - possibly all - of these concerns could be ameliorated by simply limiting the scale of the development. Ideally, the scale would conform to the zoning ordinance that has guided our community’s development for the past 25 years.
